Abstract:
The authors of the article consider the problem of purposeful formation of the staff required competencies in an organizational context. The research logic is subordinated to its purpose. It is aimed at a consistent description of the methodology, consideration of the competence target model adopted by Russian Railways, JSC and diagnosis of problems of its implementation. The assessment of the competence target model in terms of managerial and technological competencies is given. The methodology for assessing the managerial and technological competencies of the organization's employees implies the application of specially designed self-assessment questionnaires. The results were processed according to key performance indicators (KPIs), and depending on the employee qualification level in the context of basic, personal and meta-components.
The problems of the competence target model in personnel management are identified. The interrelation of problems is shown. The necessity of creating an environment for mastering the necessary competencies by personnel is substantiated. Signs of such an environment are proposed. The directions of further development of the target model of Russian Railways, JSC are determined.
