Abstract:
The transition of the state employment services of Russia to the digital format of providing services to citizens required the use of the Unified Digital Platform "Work in Russia". Analysis of foreign experience and recommendations of the International Labour Organization has shown that this format corresponds to best practices, but requires digital competencies for all labour market participants. The purpose of the study is to identify the problems faced by citizens when registering with employment services in the context of digitalization. The authors used the following methods: statistical analysis of appeals to the State Labour Inspectorate, content analysis of job seekers' feedback on the activities of employment services, and participant observation. The authors of the article found that the reform restricted the availability of employment services and led to an underestimation of the registered unemployment rate. The latter fell to its lowest levels, despite the maximum amount of unemployment benefits and the new economic crisis. As a result, the article identifies the main obstacles to registering in the public employment service as an unemployed. The article suggests recommendations to improve the availability of public employment services, taking into account the digital transformation. The authors believe that the identification and solution of revealed problems will improve the quality of public employment services. This means that it will make a significant contribution to the stabilization of the Russian labour market.
