    Abstract:
    The scientific and analytical report addresses three issues. The first question is the theoretical aspects of socio-economic transformations in the Arctic. The second issue is the specifics of the Arctic population's consumption. The third issue is fuel supply, in particular, the author's assessment of the possibility of optimizing the regulatory level of non-reduced fuel reserves of heat and power enterprises, taking into account the transport conditions of the Arctic subject of the Russian Federation-the Murmansk region.
