Abstract:
Social services are a key element in the system of social protection of the population. In this regard, an important task of the authorities at different levels is to establish the organizational and financial basis for its functioning. When formulating the strategy of socio-economic development of the territory, it is necessary to allocate the direction associated with social services (social protection) of citizens. The study was conducted by the authors-members of the working group on the direction "Social services and protection of the population" within the analytical stage of preparation of the Strategy of socio-economic development of the city of Rostov-on-Don until 2035. In the study, the authors formulated the key issues of functioning of the social service system in the cities. Priorities for their solution are suggested. Preconditions for creation of effective system of management of social services are described. The tools of the mechanism of implementation of measures to improve the quality of social services to citizens of the city are presented.
