Immigration policy in the context of globalization: choosing a strategy with the help of agent modeling

Abstract:
The article discusses some aspects of international migration related to the regulation of migration processes in the integration communities of the CIS and the EU, as well as the impact of international migration on the socio-economic situation of countries of origin and recipient countries. Different types of immigration policies are compared: the open-door immigration policy, restrictive policy and qualified quota policy. The reasons of the European migration crisis, as well as factors affecting the vectors of migration flows in the EU and the CIS are considered. The current concepts of migration integration policy in European countries are listed, and the migration situation in Russia is also analyzed. An overview of agent-based models are submitted. They simulate: international migration movements, social contacts of immigrants, the emigration of highly qualified specialists (“brain drain”), intercultural interactions between immigrants and members of the host society, as well as simulated remittances to immigrants to their home countries, the impact of immigration on the economies of recipient countries in the long term, the decision-making process on the direction of immigration of Syrian refugees and the impact of restrictive migration policies on the choice of personal emigration strategies by immigrants. The advantages of using agent-based modeling for forecasting the migration situation, choosing the optimal and effective strategies of migration regimes and developing adequate migration policies are shown.
