Abstract:
Purpose: the purpose of this article consists of a research of key parameters of social control in accordance with administrative decisions in education and also the identification of dependences between modern conditions, social control and the organizational culture of the educational organizations. Materials and methods: the authors used the theoretical materials devoted to a problem of management in an education system, to social control and also to its forms, quality of management decisions. Authors used methods of historical and comparative analysis in consideration of features of social control of educational activity quality. Results: on the basis of theoretical information the authors provided the analysis of a problem of social control of the educational organizations activity and the quality of its services. Authors considered bilateral social control of educational process and is presented in two forms: formal and informal. The problem consists of modern conditions and requirements to an education system. It dictates the need of modernization, technologization, individualization and transformation of educational organization. That is caused by emergence of a new innovative type of organizational culture of modern educational institutions. Conclusions: the data obtained during the analysis allowed to formulate the following conclusions: social control of management decisions in an education system represents a complex of actions which are initiated and realized by the society on the basis of developed criterias with the purpose to precent the development of negative trends and stimulate the positive changes in the social relations; the management decisions in education can be estimated from a position of quality and acceptability, the most effective decisions are those decisions which as much as possible meet these requirements; social control of quality and efficiency of management decisions in education has bilateral focus and is implemented in two forms: formal and informal; modern conditions of development of education and public requests for education define formation of a new type of organizational culture of the modern educational organizations.
