The formation of human potential in conditions of digitalization of the agricultural sector of the economy

Abstract:
Introduction: in the next five years, there will be widespread penetration of the Internet and digital technologies in those sectors that have traditionally been offline. This phenomenon is already rapidly gaining momentum, which, in turn, requires a radical change in approaches to the formation of new knowledge, skills and competencies that are the basis of human potential, based on modern requirements of digitalization. On the basis of this, the question of determining the rural human potential of the agricultural sector, which already suffers from a shortage of highly qualified specialists, is acute. As a result, the aim of this work is to improve the methodology for determining human potential. Materials and methods: abstract-logical and computational-constructive methods were applied in the course of the work. Different approaches of foreign and domestic authors to the definition of the concepts of human resources, human potential, and human capital are considered. The method of determining the index of human development is studied. Results: the author proposes an improved method of calculating the index of human development of the agricultural sector. Discussion: when assessing the human development index of the agricultural sector, it is proposed to introduce an additional index – the index of social reliability. This is justified by the fact that agriculture is a branch of the economy, which mainly refers to rural areas. Therefore, considering the human potential of agriculture, it is necessary to take into account the socio-economic conditions of rural areas as the main environment for the formation of human resources that are carriers of human potential. Conclusion: calculations have shown that rural areas have human potential, which, first of all, should be aimed at ensuring the agricultural sector in the conditions of the upcoming digitalization of production processes and management. To achieve this goal is largely possible with the close cooperation of institutions such as the state, science and business.
