Abstract:
The work is devoted to the analysis of the state of e-Government in Russia under conditions of creation of an information society. We show the difference between the terms "e-Government" and "e-State" and consider the goals and problems of the implementation of e-Government concept. We identify two stages of informatization of the authorities, namely, the stage of informatization of the existing processes and the stage of qualitative change of public goods production. We analyze the use of information technologies by the authorities and consider the Internet usage statistics during the interaction between the population and officials. We conclude that today the processes of informatization are aimed at improvement of the efficiency of the existing governmental structure.

  • • Существует две основных стадии внедрения концепции электронного правительства: повышение эффективности работы власти с помощью информационных технологий и качественное изменение системы создания общественных благ.
  • • Целями электронного правительства являются: повышение эффективности работы органов власти и качества их услуг; снижение информационных затрат населения и бизнеса; участие граждан в процессе создания общественных благ.
  • • Главным нормативным документом, регламентирующим процессы информации в России, является государственная программа «Информационное общество» (2011-2020 годы).
  • • Данные Росстата показывают, что информационные технологии все активнее используются в работе органов власти.
  • • Доля граждан России, взаимодействующих с органами власти с помощью Интернет, постоянно растет. Причем все больше обращений к сайтам органам власти осуществляется с помощью мобильных устройств.
  • • Этому способствует высокое качество коммуникационной инфраструктуры. Россия занимает 2-е место в мире по уровню доступности услуг сотовой связи и 10-е место по уровню доступности широкополосного Интернет.
  • • Информатизации власти в России отстает от развитых стран. В 2016 году Россия заняла в Индексе развития электронного правительства лишь 35-е место.
  • • Россия находится на первой стадии внедрения электронного правительства.
  • • К основным проблемам внедрения электронного правительства в Рос-сии относится дефицит финансовых ресурсов, организационная инерция и бюрократизм.
