Abstract:
The article studies the problems of creation of small innovative enterprises in the system of higher education with in order to commercialize intellectual property of universities. The article analyses the views of researchers on the results of the Federal Law of August 2, 2009 №217. We identify the implementation costs during the period 2014-2016 of the subprogram «Development of vocational education" of the Russian state program "Education development for 2013-2020” ." We compare the amount of spending on research among chief managers of budgetary funds of the federal budget. On the basis of the statistical data on the activities of the organizations in federal districts of the Russian Federation, the number of universities, small businesses and conducted correlation analysis we prove the relation between these parameters and justify the influence of higher education on the development of small business. The presented results of the study can be used by economists, entrepreneurs, researchers in management and project management.
