Innovative development program as an instrument for the innovative potential management at science-intensive enterprises

Abstract:
In this article the author proposes possible development directions of the state methodology of the innovative development program by means of including the goals of the innovative potential management in this program. The notion “innovative potential” is discussed from the perspective of personnel and organization in the article. The results of the innovative potential management have been described with use of the theory of structure of different groups by Eric Berne. The author gives definitions to the notions of active innovative activities and passive innovative activities of the enterprises of the 1st and 2nd types in the light of the innovative potential management. Given these definitions, the author has analyzed state methodology from the perspective of the ability to secure the enterprise’s innovative potential management. Finally, certain recommendations concerning the main directions for improving the methodology of the innovative development program in order to ensure the solution of the innovative potential management tasks have been given.
