Transformation of the automotive industry: crisis, leadership change, and prospects for industry development in Russia

Abstract:
Within the framework of the study of the scientific problem of ensuring national security in the field of vehicle production, the article presents an analysis of the current crisis in the global automotive industry that began in 2018. The article analyzes two historical episodes of a change in the leader in the automotive industry, identifies the reasons for the emergence of new leaders, and systematizes measures of effective state industrial policy. It is shown that the comprehensive state policy included both additional financing of the industry and its protection from external competition, as well as imposed requirements on the price-quality ratio, stimulating the innovative development. From this position, the state of affairs in the Russian automotive industry is considered. Current problems in the industry, including the vulnerability inbuilt in the Strategy for the Development of the Automotive Industry of the Russian Federation until 2035, are identified. It is considered whether it is possible to learn useful lessons from the experience of other countries, whether there is a chance to supply the domestic market and reduce dependence on both imports and foreign production within the country. The article may be of interest to developers of the Russian automobile industry strategy, as well as to researchers studying the problem of import substitution in the automotive industry.
