Ambiguity in assessing the impact of a country's participation in international technology exchange on its competitiveness

Abstract:
The article examines how a country's participation in international technological exchange affects its competitiveness. It is hypothesized that the more actively national firms participate in international technology exchange, both as R&D developers and as importers, the more stable and better the country's position in the international technology arena and its competitiveness. Based on aggregated data from the World Bank Enterprise Survey and the Global Competitiveness Report of the World Economic Forum, a study of 48 countries shows that the more companies in a country invest in R&D the higher the level of technological development of the country, while a large number of imported technologies leads to a decrease in this level. The cluster analysis of the sample by the k-means method allowed to identify a group of nine European countries where the national investment in R&D is significantly higher than the average values. It is concluded that the relative limitations and unrepresentativeness of many indicators in the field of international R&D cooperation do not allow to postulate the main factors and mechanisms determining the impact of international technological exchange on the level of national competitiveness.
