The new cluster paradigm and the active role of the state in managing regional development

Abstract:
In the context of the aggravation of numerous external and internal risks and threats to the development of regional economic systems, the need to find effective approaches to the management of regional development comes to the fore. Increasing competition in global markets and rapid technological development require more flexible and innovative regional development strategies. One of the promising tools in this context is the new cluster paradigm, which involves the unification of companies and organizations into a single network that helps to increase their competitiveness. However, there are extensive scientific problems related to the effectiveness of the cluster approach in managing regional development, as well as the active role of the state in these processes. The article analyzes the mechanisms of interaction between different levels of management, the results of which justify the choice of optimal instruments of state support for the development of clusters and mesosystems. The authors of the article propose a new cluster paradigm and substantiate the role of the state in managing regional development in order to increase the competitiveness of regions. This study contributes to the expansion of scientific understanding of the state’s role in the management of regional development and will be of interest to specialists in management of mesoeconomic systems.
