Abstract:
In non-stationary economic conditions, the Far Eastern Federal District, as one of the most promising macro-regions of Russia, despite the presence of accumulated problems, has the necessary resource and technological potential for a breakthrough in socio-economic development. In the Russian Far East, a potential driver of development can be the gas industry, on the functioning and development of which the entire spectrum of interests is concentrated, and which has a number of large-scale strategic opportunities. The implementation of the identified opportunities by individual projects in most cases will bring only a single and short-term success, in this regard, an integrated approach is necessary, providing for the development and further implementation of a full-fledged industrial strategy integrated into the general strategy system. The scientific research is based on the general theory of Strategy and strategizing methodology developed by the Center for Strategic Research at the Institute of Mathematical Research of Complex Systems and the Economic and Financial Strategy Department at Moscow School of Economics at Lomonosov Moscow State University with the leadership of Foreign Member of the Russian Academy of Sciences, professor Vladimir L. Kvint. The monograph aims to form the concept of the Russian Far East gas industry strategy, taking into account the entire range of interests, strategic trends and opportunities. Based on the results of a comprehensive strategic analysis, the concept of the mission and vision of the Russian Far East gas industry strategy is formed, the strategic priorities are disclosed in detail, indicating the resulting goals and the main effects of public and economic efficiency from their implementation.
