Abstract:
The article considers the staff of small and medium-sized businesses, which is the main reserve for the growth of the regional economy, as the subject of research. Small business forms make up the vast majority of the national demography of enterprises, while they act as a criterion for the development of economic activity. The specifics of HR management tools for small businesses and the specifics of the HR management system are defined and described. Factors determining the personnel management system of small and medium-sized enterprises are grouped. The review of the problem field is conducted; and the conclusion is made about the need to develop a clear procedure for working with the staff. Some content aspects and specific approaches in this area are investigated.
