Abstract:
The article analyzes the ranking positions of Russian universities and research centers relative to the world level using the most authoritative international expert assessments. An expert assessment of the need to form at least 15 world-class scientific and educational centers in Russia was carried out. The key problems of formation of scientific and educational centers in Russia are highlighted. A list of indicators for assessing the socio-economic effect of the creation of scientific and educational centers and guidelines for their use are proposed.
