Abstract:
In order to improve the quality of population life the concept of "Smart City" has been successfully applied in such countries as Singapore, UAE, Japan, China, South Korea, France, Morocco, Finland, Netherlands, USA, Canada, Spain and Kazakhstan. The concept of "Smart City" includes the creation of basic and intellectual infrastructure of urban space in order to improve the information, economic and environmental security of individual cities and the country as a whole, the comfort of citizens living environment, as well as the level and duration of their lives. In the Russian Federation, within the framework of the national project "Digital economy", a number of large megacities are also implementing certain elements of this concept, in particular, information infrastructure, digital technologies, digital public administration. The main goals of the Russian state in this area are fixed in many strategic documents, including the Strategy for the development of the information society of the Russian Federation for 2017-2030. The relevance of the chosen research topic is due to the above mentioned factors. The implementation of the "Smart city" concept is also aimed at increasing the productivity of urban space and is associated with increasing the efficiency of individual urban development projects. In this regard, the main purpose of this scientific article is to systematize foreign and Russian experience of the intelligent technologies application in urban environments, including the stage of design and construction of "Smart cities", and the development of a systematic approach to the implementation of the concept of "Smart City" in the Ural Federal district, which will determine the current situation and future prospects for the use of digital technologies in the urban sphere. The scientific basis of the research is the publications of Russian scientists devoted to the problems of the population quality of life improvement in different countries and regions of the Russian Federation through the introduction of new information technologies in all spheres of society. In the course of the study, the authors identified the main prerequisites and prospects for the implementation of the functional strategy in the development of regional development, developed the algorithm of the "Regional Land Bank" (on the example of Yekaterinburg), identified the specific features of the new "Smart-houses" product in the introduction of digital technologies in the lives of citizens. In addition, the authors of the study carried out economic and mathematical modeling of the implementation of this concept in the framework of public-private integration, presented a tool for solving the problem using a dynamic model [24]. The methodological base of the research consists of general scientific methods of cognition, in particular, methods of economic and logical analysis, system method, synthesis, simulation. During the study the authors have concluded that with the development of new technologies in the framework of the "Smart City" concept there is no single approach to the process of effective management of urban areas, which has allowed to justify a new theoretical approach and the need to change the paradigm of state economic policy. The results can be useful for representatives of government agencies and private business, experts and the scientific community, whose professional interests include the introduction of information technology as a factor of the residents of large cities quality of life improvement.
