Abstract:
The effectiveness of customs activity is attracting more and more attention of the authorities and society. Moreover, this issue has a growing impact on the development of international cooperation. In particular, the development of cooperation between the border regions of different countries. However, the insufficient amount of theoretical research on this issue does not always allow to clearly formulate possible directions of optimization. The article develops the idea of the need to improve the Concept of customs clearance and control in places close to the state border. A preliminary analysis of the potential of foreign economic cooperation in the Siberian macroregion based on the views of the heads of individual regions is presented. Attention is focused on the high degree of readiness of regional authorities for the development of international cooperation. A key problem in the implementation of the Concept of customs clearance and control in places close to the state border is the low level of infrastructure of border areas. And there is a question of staffing the activities of customs authorities in the border areas. In order to overcome the possible shortage of personnel in the customs authorities of the border areas, it is proposed to expand the use of the shift method. Problem transport provision is proposed to be addressed through the establishment of a large enterprise-a carrier that will allow you to relieve importers from having to transport goods to Russia on their own. This may be of interest to participants in foreign economic activity and the Federal сustoms service of the Russian Federation.
