Prospects of biometric identification in the context of the digital economy of the Russian Federation

Abstract:
The article considers the opportunities offered in connection with the creation of a unified biometric system in the Russian Federation, which has the potential of a platform for remote biometric identification in various sectors of the economy. It is concluded that the success factors of the Indian state biometric system Aadhaar – access to public services and use as an identity card – are irrelevant for Russia, so it is necessary to develop other areas of use of biometrics, except for remote opening of Bank accounts. The review of the provisions of the national program "Digital economy" revealed prospects for the use of EBS infrastructure in many areas, including: the development of a digital profile of the citizen, a digital passport; the creation of a cloud platform for qualified electronic signature; digital services for participants in the electoral process. The review of the world experience in the application of biometric technologies reveals the prospects for the use of biometrics, including such areas as: banking and finance in general, biometric payments; transport infrastructure (fare collection, border control, air transportation, etc.); access control and management systems.
