Abstract:
The article considers the role and economic problems of the formation and functioning of integrated structures in agribusiness and agriculture. The theoretical approaches to determining the place and essence of integration in the agro-industrial complex are determined, the essence and types of integration are revealed. The selection of horizontal, vertical integration is justified. Factors that inhibit the development and effective functioning of integrated structures in the agroindustrial complex are revealed. Positive consequences have been analyzed and problems of creating integrated associations in the agro-industrial complex have been identified, including the concentration of land by displacing a certain number of agricultural enterprises and farmers from the land rental market, the problems of agricultural land degradation; problems associated with the exit (for various reasons) of large integrated entities from the industry, the problems of monopolization of local and regional markets. The problems faced by agroholdings in connection with the scale of their organizational structure are considered separately. The primary tasks of the state on overcoming the problems of the formation and functioning of integrated structures in agribusiness and agriculture are substantiated. The purpose of the article is to consider the economic problems of the formation and functioning of integrated structures in agribusiness and agriculture. Methodology. The author used a wide methodology, including analysis, synthesis, scientific abstraction, official sources, literature review, system approach, comparative analysis, historical, sociological, statistical research methods. Results. The development of agrarian clusters and integrated associations in the agro-industrial complex in Russia should be regulated on the basis of state-significant goals, based on the diversity of forms of economic activity in the countryside, with extensive use of cooperative mechanisms, and provide support to agricultural producers at a level comparable to the major foreign competitors, both in volume and on a set of tools. Conclusions / significance. When creating integrated associations in the agroindustrial complex to overcome the main problems of the development of agrarian clusters in Russia, the state should solve two main tasks. The primary task of the state is not the organization of integration entities linking large agricultural enterprises and agroholdings into a single production and sales system, but creating the primary conditions for the development of a cooperative base-small forms of farming in the countryside in the form of farmer’s, private subsidiary farms. The second most important group of state tasks is to inform and promote the cooperative movement, as well as support the processes of creating and developing cooperatives
