Abstract:
In the current economic conditions, the urgent task is the search and implementation of innovative tools to accelerate socio-economic development of territories. One of the projects territories of priority socio-economic development. This article discusses one aspect of creating the conditions for successful implementation of such projects is the availability of labor resources. The paper examines: the current ratio in the structure of the regional economy, including examining the role of the specialized activities; the dynamics of the total population of the territories of priority development of the region and the share of employment in their economies; as, the structure and movement of human resources. Based on the results of the study identified primary factors that play a role of constraints in manpower development, and their classification in the logic of the reasons for the General movement in the labor market and modification of the quality of labour resources. Obtained groups of factors formed the basis of developing approaches for the regulation of the labour market in the study areas in the region that can create the conditions for its structural-target coordination.
