Support of Disabled People's Organisations by granting them preferences in public procurement

Abstract:
Granting of preferences in the implementation of public procurement allows supporting certain categories of participants. In particular, in the contract system Russian legislation provides support for Disabled People's Organisation by providing them with a price preference in case of their victory in the procurement procedure. This measure is designed to promote the integration of disabled people into social production, which is one of the important social tasks of the modern state. The article analyzes the implementation of such preferences in practice; we identify problems and suggest possible ways to solve them. The results of the study may be of interest to government customers, organizations of disabled people and regulatory bodies in the procurement sphere.
