Abstract:
The world practice of social protection of senior citizens is characterized by a wide range of measures. Adequate medical care, which includes care for the elderly and sick people, is one of the most important measures. Another important issue for senior citizens is the creation of comfortable living conditions, where they will be able to self-actualize and to improve the quality of life. In developed countries, specialized social settlements for the elderly became very popular. Unfortunately, there is no such segment of residential real estate in Russia. In this regard, we’ve decided to clarify the attitude of citizens of the country to a social settlement. We also decided to develop its concept. We have solved these tasks thanks to the sociological research, to the analysis of foreign sources and expert opinions, to the application of the international methodology for assessing the social and economic efficiency of investment and construction projects. We have visited the existing social facilities for senior citizens. We identified the types of houses in which residents of social settlements wish to live in. We calculate the socio-economic efficiency of the construction of a social settlement. In order to ensure the liquidity of the project for the developer and the availability of housing for citizens, we have developed an effective scheme for housing and offered to organize medical and health tourism. The concept of a social settlement will be of interest to real estate market participants who are interested in diversifying their activities and in developing new segments of the real estate market.
