Increase of efficiency of functioning of a high-tech enterprise under the conditions of labor market constraints

Abstract:
The article provides an analysis of problems of overcoming the deficit of highly-qualified specialists who received higher education and low and medium skilled workers in the modern high-tech business. We give our analysis of the development of market structures within labor market constraints. The paper shows that when there are monopsony and monopoly in the labor market, the optimal number of employees and the optimal wage rate have different values from the position of employer and trade unions. At the same time, trade unions and employers create a double monopoly in the labor market. We demonstrated the structures of deficit of human resources by skill level and by the types of economic activity in the Russian Federation and the Czech Republic, such as “Manufacturing”, “Scientific research and Development”, “Education”. On the basis of the analysis of the structure of human resources deficit, we give recommendations on the formation of a human resources management strategy in order to increase the efficiency of the functioning of a high-tech enterprise.
