Abstract:
The article studies the task of reforming public management in the Russian Federation on the basis of foreign experience in modernization of funding system of government programs using program-target approach and transition to performance-based budgeting. We stress advantages and problems of designing and implementation of measures aimed at achieving goals ensuring the solution of tasks to efficiently increase the budget spending. On the basis of the analysis of the programmatic approach to budgeting, successfuly implemented in OECD member countries, we draw a conclusion about the application of this experience in the Russian public administration practice.
