The authors analyze the systemic problems of Russian innovation economy. The authors have substantiated the need for state regulation of scientific-technological activities in Russia, especially, at the present stage. The goal of the article has been to study the problems of the region’s development based on activization of the regional investment-construction complex. The main task of the state’s innovative policy is the improvement of the economy and ensuring of the competitiveness of Russian manufacture in accordance with the declared priorities in the state’s development
