Abstract:
The article discloses the issues that prevent implementation of the import phase-out policy in the Russian oil industry. Two main issues are stressed out: the professional deficit and the issue of provision of the sustainable domestic demand for import phasing-out products. Investments are able, according to the author, to become the defining factor for implementation of the import phase-out policy in the Russian oil industry. At this, reforms of the tax system will be the stimulating factor for the growth of investments.
