Abstract:
The national goals outlined in the Decree \"On the National Development Goals of the Russian Federation and for the Perspective up to 2036\", signed by the President of the Russian Federation on 07.05.2024, relate to achieving technological dominance. In order to achieve these goals, there is a need for both large corporations and startups to develop cutting-edge solutions within the framework of technological entrepreneurship. The article addresses the problem of generating, searching for, and evaluating high-tech solutions that large firms can integrate into their business model to achieve technological dominance. The article analyzes the regulatory economic indicators of the national initiative. The primary objective of the analysis is to determine the extent to which these indicators are met. It is assumed that the necessary technological leadership will be achieved by 2030. The author uses the Moscow Register of Startups and High-Tech Companies as a case study to analyze the economic efficiency (through the operating margin indicator) of high-tech companies and the economic inefficiency of 73% of the startups represented in the Register. A key finding of the study was the identification of problems with the structure of the registry, highlighting the need for improvement in this area. As a result, recommendations to address them were made.
