Labor migration in Russia: trends, risks and regulatory mechanisms

Abstract:
The article is devoted to the study of external labor migration and its consequences for the Russian economy. Based on a comparison of the risks and positive effects of the expansion of the foreign labor inflow into the national economy, it is concluded that even in today's unfavorable situation, reliance on migration as a key factor in balancing the proportions of supply and demand in the labor market is not an optimal choice. It is proved that the involvement of migrant employees should be integrated into a comprehensive system of measures and mechanisms aimed at the rational application of labor resources and the protection of the national identity of the country's human potential.
Promising areas for mitigating labor shortages include: promoting the development of labor-saving technologies that improve the quality and productivity of jobs; creating conditions for the economically inactive segments of the working-age population to enter the labor market; reorienting state policies for regulating external labor migration to target the specific needs of the labor market; and tightening control over migration flows.
