Machine tool construction in Russia: the course on technological sovereignty

Abstract:
In connection with the escalation of sanctions restrictions, starting from 2022, Russia is setting a course to technological sovereignty.
The problem of ensuring technological independence is particularly acute for the Russian market of metalworking equipment, which in the previous period was characterized by a strong dependence on imports of machine tool products from countries that have limited such an opportunity as a result of sanctions. In this regard, on the one hand, the justification of the import substitution policy implemented in Russia in the machine tool industry became obvious. On the other hand, the insufficiency of the achieved results manifested in connection with the scale of the implemented threats. The article analyzes the changes in the metalworking equipment market and describes the process of technological sovereignty policy-making in the machine tool industry. The study also determines that the current development strategy of the domestic machine tool industry is based on the transition to the generation of "-1" and "-2" technologies and can be defined as anti-crisis. It is concluded that it is necessary to change the strategy to intensify R&D in order to create conditions for solving the tasks of achieving technological sovereignty in machine tool building.
