    Abstract:
    The monograph presents an analysis of the current state of the Russian housing mortgage lending market in the regional context, examines the key problems and prospects for its development. Special attention is paid to the study of the problems of regional mortgage inequality in Russia, its significant role in reducing the stability of the functioning of mortgage mechanisms on a national scale. A new approach to the study of regional imbalances in the development of mortgage markets is proposed. To quantify inequality and rank regions, the paper presents a system of integrated complex criteria that allow to determine the current and target conditions of regional housing mortgage lending systems, as well as to propose mechanisms for state support, taking into account existing housing mortgage programs and the unique development features of each region. The monograph is addressed to researchers, graduate students and university professors, practical specialists working in the field of housing mortgage lending, employees of ministries, departments and organizations involved in targeted planning of regional development.
