Abstract:
The object of the study was the activity of the executive labour authorities in the constituent entities of the Russian Federation for the implementation of state occupational safety and health management. The purpose of the study is to build a ranking of regional executive labour authorities for the implementation of state occupational safety and health management. The relevance of the study is due to the need to improve the efficiency of public administration of occupational safety at the regional level. The scientific novelty consists in the developed assessment methodology, as well as the assessment of the impact of social and economic indicators of the regions on the results obtained. The methodology included conducting a comparative analysis of the activities of regional executive labour authorities by a set of indicators combined into separate blocks characterizing the direction of their activities, with the aggregation of evaluation results by blocks into final points and building their final ranking. The analysis made it possible to identify problematic areas in the activities of the executive labour authorities for the implementation of state occupational safety and health management: the lack of electronic systems for collecting and processing information; the lack of experts in conducting state labour expertise; weak work to promote the introduction of advanced models of occupational safety and health management in organizations. The influence of social and economic factors on the evaluation results is assessed.
