International practices of digitalization assessment as determinants of innovative economic development: research based on the index method

Abstract:
Nowadays digitalization is becoming a key component of the world economic development, but at the same time, the study of this issue in relation to innovation deserves special attention. The purpose of this work is to identify and compare current index methods for evaluating digital and innovative components of the world economic development. The research reflects and compares the main indices used to evaluate digitalization of national economies, identifies their methodological similarities and differences and also problems of their practical applying. The methodology for assessing the countries' innovative development is represented by the Global Innovation Index and its components. The results of the assessment of the leading economies ranking positions and the place of Russia, taking into account the elements of the innovation index, are examined. The relationship between the methodology and the results of assessing the level of digitalization and innovative development of the economy at the macro level is stated.

Highlights:

Индексы оценки уровня цифровизации, выявленные и сопоставленные по результатам анализа наиболее известных международных практик, характеризуются преимущественно однородной основой, но различной структурой и составом формирующих их показателей. Практическое применение индексных методов оценки цифровизации в современных условиях связано с наличием проблем методологического и организационного характера. Цифровизация становится основополагающей тенденцией развития мировой экономики, определяя её инновационный тренд, что подтверждается неявным включением основных характеристик цифровизации в глобальный инновационный индекс и результатами выборочного анализа позиций России в актуальных рейтингах цифрового и инновационного развития.
