Abstract:
The purpose of the article is to study the practical implementation of the principles that stimulate the innovative development of public procurement, which is a priority task of the state. The subject of the research is the problems of implementing the principle of innovative development in the public procurement system. The research methodology includes methods of analysis and synthesis, comparison, classification and generalization. The results obtained in the course of the study are presented in accordance with the scientific and methodological requirements. The theoretical provisions that are basic for determining the fundamental principles in the organization of the public procurement system are considered. The development of the principle of stimulating innovation in the legislative framework of the Russian Federation is analyzed. Its institutional features are discussed. The presence of interconnections between the theoretical component and real quantitative and qualitative indicators has been substantiated. Recommendations to enhance the stimulating innovative impact of the public procurement system in modern Russia are formulated. Application. The results of this study can be applied by public authorities and local governments to implement innovative solutions in specific administrative-territorial entities.
