Conditions of realization of model of triple helix in regions of resource type

Abstract:
The search for ways of sustainable socio-economic development of resource regions is due to the exhaustible nature of the extraction of mineral resources. However, the rich mineral resource base can be considered as an undeniable competitive advantage, which can be used for the development of innovative economy of the region. This is due to the fact that at the initial stage of the formation of an innovative economy, pilot innovative projects can be implemented in the extraction of minerals, and in the future - in the processing and servicing (service) sectors of the economy. To do this, it is necessary to offer an effective model of innovation in the resource region, one of which is the model of the "triple helix". Thus, the purpose of this study is to assess the possibilities of innovative development of the economy of the resource region on the basis of the "triple helix"model. The object of the study is the Krasnoyarsk region, as a typical region of the economy of raw material type. The use of the "triple helix" model determines the need to change the role of participants in the innovation process. The main role here is given to universities (science), which become entrepreneurial universities. The task of entrepreneurial universities is the creation and practical implementation of innovations based on technology transfer with business. At the same time, the state becomes an equal partner of the innovation process, as well as a customer for the development of advanced production technologies. Effective implementation of the triple helix model determines the need to quantify the level of its implementation at the regional level. For this purpose, the authors propose a system of indicators and methods for assessing the level of innovative development of the resource region, which can be considered as a novelty of the study.
