Abstract:
The article presents the results of a study aimed to identify the key problems of the development of labor migration in the region and the justification of approaches to the regulation of labor migration by the Federal and regional authorities. Regression analysis, methods of demographic forecasting, methods of tabular and graphical representation of statistical data were used as statistical methods of research. The problems of assessment and management of labor migration are considered on the example of a typical peripheral region of the Russian Federation – Omsk region. The authors, based on the results of the study, identified three stages of development of migration processes in the region in the post-perestroika period, for each stage identified positive and negative socio-economic consequences of migration in the region. It is concluded that the main negative consequence of labor migration for the region at all stages of migration processes is the loss of part of the labor and human resources, and the most valuable and "quality" of its part – the skilled population in working age. The paper presents the results of the assessment of migration indicators in the areas of internal and external migration, based on the results of the study, the dominant role of internal labor migration in the migration flows of the region's population. The reasons of migration of the population of Omsk region are analyzed. The article proposes the directions of regulation of labor migration, the essence of which is to ensure a decent standard of living of the population of the region and the creation of appropriate migration infrastructure.
