Assessment of regional budget balance in the Russian Federation

Abstract:
The article deals with the problem of regional budget planning, which is expressed in the assessment of regional budget balance and differentiation. The approach to the budget balance is expressed in the assessment of the deficit/surplus of regional budgets – on the basis of this parameter clustering of regions by k-means method in the software IBM SPSS-Statistics. It also analyzes the process of regional lending, in the context of lending sources. In addition, a number of regions are considering the problem of dependence of their financial system on uncompensated receipts from the Federal center. The article is based on data of the Ministry of Finance of the Russian Federation, the accounts chamber of the Russian Federation, as well as data of the Federal state statistics service. On the basis of the available data we created charts, tables, as well as author's calculations were carried out. The results of the study revealed that within the regional budget planning there are the following problems: excessive debt load of the regions, including through commercial credit institutions; the vulnerability of regions to macroeconomic short-term factors that lead to imbalances in regional budgets, which leads to the following output - only 10 regions of the Russian Federation have a stable financial system. This article can be a practical guide in the development of state regional policy.
