Institutional configuration of the regional business environment as a beneficial factor for the entrepreneurship development

Abstract:
The article is dedicated to the theoretical issues of formation of the institutional configuration of business environment as a growth factor of entrepreneurial activities and successful social and economic development of the region. The authors substantiate the institutional structure of business environment that is a unity of formal and informal institutes for interaction of the economic agents with suppliers, consumers, competitors, partners, non-commercial organizations and public authorities. It has been concluded that variability of parameters of the institutional structures of business environment that is observed in different regions allows to the substantiate the approach to the study of institutional configurations of the regional business environment. The article contains new authors’ definition of the institutional configuration of the regional business environment. The method of quantitative assessment of the efficiency of the key (basic) institute of the regional business environment – the institute of interaction between governmental and entrepreneurial structures – has been proposed. Practical trial of this method has been presented using the example of the business environment of the Republic of Bashkortostan. It has been concluded that the key task of the regional entrepreneurship development management in the modern conditions is planning and designing of the institutional configuration of the regional business environment that, in addition, would improve the structure of entrepreneurs’ payments in carrying out of business activities in particular regions.
