Human capital management models based on the interregional balance

Abstract:
The article presents the results of the final stage of the study devoted to the development of the human capital interregional balance in the Russian Federation. The application of the methodology of human capital interregional balance allowed the authors to identify scenarios of regional balance and on their basis to form human capital management models. The presented models contain strategic management mechanisms and are applicable both at the regional and federal levels. The result of their implementation is to ensure a balanced accumulation and use of human capital, both within regions and at the interregional level, which leads to a reduction in the differentiation of regions in terms of the amount and quality of human capital and contributes to economic growth and strengthening of Russia's global competitiveness. The paper also reflects the influence of the developed models on the regional factors of human capital accumulation identified by the authors at the previous stages of the study. The results obtained have theoretical and applied significance. The theoretical significance lies in the expansion of human capital management tools at the macro level. The practical significance lies in the possibility of applying the developed models by federal and regional authorities.
