Abstract:
Modern trends in the development of the Russian economy and its financial system actualize the problem of improving the country's food security. It became particularly acute after the introduction of a set of sanctions against the Russian Federation. Research in recent years confirms that, despite some success in import substitution in agriculture, there are significant difficulties in implementing the goals. The purpose of the study was to identify discrepancies between the goals of the state import substitution program and the results achieved in certain areas of agricultural production development. The hypothesis of the study was based on the assumption that it is necessary to link the amount of funds allocated for the development of agriculture with indicators that characterize the achievement of the intended results and allow to fully form the country's food security. Methodology includes systematic comparative analysis of statistical data. Research results are as follows. The authors concluded that in order to solve the problem of import substitution, it is necessary not only to increase production volumes, but also, in fact, to create an agricultural production infrastructure from scratch that meets modern changing requirements. The research results can serve as a basis for developing optimal solutions to the problem of import substitution in the Russian Federation.
