Application of Smart technologies: assessment of the impact on human capital development

Abstract:
The problem of adaptation of labor resources to the conditions of the rapidly changing external world becomes even more relevant in the digitized environment. Currently, the main direction of our state is the development of the digital economy. The Russian economy lags far behind the developed economies of the world, in which the formation and processing of huge amounts of information with the help of IT and Smart-technologies becomes a daily reality. The implementation of the concept of building a Smart-space abroad is aimed at improving the comfort of the environment of society, the quality of their lives, the formation of "smart" human capital, increasing the efficiency of the use of labor and other resources, which, ultimately, has a positive impact on all spheres of social and economic life of society. The purpose of this research is to assess the impact of the introduction of "smart" technologies on the development of human capital, and to understand the role of man in the digitized world on the basis of forecasting the main trends and trends associated with the development of the digital economy. During study the factors in the development of human capital in the labor market were analyzed. The prospects for global transformation of the branches of economy were examined. The models of control systems for Smart City strategies were considered. The opportunities of digital technologies in the Sverdlovsk region application were identified, in particular, the model representation of the concept of Smart region was developed, and a dynamic model that allows to consider the impact of the use of Smart-products on the development of human capital of the state technology corporations was developed. It is concluded that the use of Smart-systems opens up new opportunities for breakthrough development of territories, which should be used for the development of all sectors of infrastructure. However, it should be noted and possible negative effects on the labor market and human capital. The use of digital technologies is designed to improve the quality of life of Russian citizens by creating highly efficient jobs and increasing social mobility, supporting socially significant employment, ensuring the availability of social, engineering and transport infrastructure. The results can be useful for authorities and the scientific community, for which the use of information and Smart technologies is of professional interest.
