Abstract:
The article presents a comprehensive analysis of the tender procurement market for research and development works in the Republic of Tatarstan in 2020-2024. The research is based on the analysis of the results of econometric processing of public procurement databases of tender aggregators. Many methods of determining the winners of public procurement, presented in the source databases, are combined into twelve main ones, based on the similarity of the content component. The databases were processed using both statistical and machine learning methods. In order to facilitate the analytical evaluation of the data on tenders for a five-year period, the authors have created a database aggregated by attributes: stage of the tender, type of tender and ways of determining the winners. Based on the aggregated database, analyses of bidding types and supplier identification methods, analysis of market dynamics, analysis of price ranges, and analysis of the level of market consolidation were conducted. The volume of the supplier's turnover during the annual period of operation on the market was determined. The market structure is assessed. Key recommendations for suppliers are highlighted.
