Personnel work of executive authorities: the main results of monitoring

Abstract:
The article is devoted to the main features of recruitment services of executive authorities, which have the greatest impact on its effectiveness. The study was conducted within the framework of monitoring the effectiveness of recruitment services of federal authorities in 2023 and executive authorities of the constituent entities of the Russian Federation in 2024.
Based on the results of the study, it was concluded that the quality of personnel analysis, personnel strategy, personnel potential and performance management, and the development of professional development resources are important for achieving high results of recruitment services in general, such as high professional level of personnel, its stability and low turnover.
The article also presents the results of the analysis of the dependence of the staff turnover on the maturity of the recruitment services (resources, professional/competence, etc.). A hypothesis is made on the standards of the number of recruitment services of executive authorities, which needs to be verified in the future.
The data obtained during the monitoring allowed to formulate proposals for further development of the civil service of the Russian Federation on the basis of comparative analyses (benchmarks) of the actual effectiveness of personnel processes, as well as an assessment of the maturity of recruitment services in the executive authorities of the constituent entities of the Russian Federation, and recommendations for improvement of recruitment services in executive authorities at the level of the constituent entities of the Russian Federation.
The materials of the article will be useful for heads of government bodies, heads of departments, employees of recruitment services of government bodies, including those regulating the management of public and municipal services, and all specialists whose professional interests lie in the field of improving the efficiency of recruitment services.
