State economic policy and administrative tools for economic resource efficiency

Abstract:
One of the most discussed tasks among businessmen, managers and economists is to explore the possibilities of overcoming the economic crisis by means of an effective state policy providing resource efficiency and, on this basis, the development of the systemic base of the domestic economy. The authors of this article also did not stay away from this problem. The article analyzes the foreign experience of providing resource efficiency and attempts to project it onto the domestic reality. The authors conclude that, first of all, the state acts as a source of institutions that form systems of incentives and antistimuli, standards and transform parts of the socio-economic system in the face of economic space, forming spatially fixed institutions for economic entities’ resource-efficient behavior.
