Resource-based approach to digitalization measurement

Abstract:
The article examines the notion of digitalization in economics and business and provides a classification of recourses needed for the processes. The author shows the advantages of a resource-based approach to measure the level of digitalization as compared with the purely technology-based approach. The technology-based approach provides a biased assessment because it only takes into consideration a particular set of technologies such as broadband internet access, availability and speed of mobile internet, RFID and the like. The article examines the advantages and disadvantages of the resource-based approach and shows the incompleteness of the four basic metrics currently used. The author proves the possibility to use the Solow–Swan model to verify the integral index to measure the digitalization and formulates the prerequisites to build the index. Among the prerequisites there is availability of open-source data, exclusion of GDP and GNP-based metrics, usage of data-dependent aggregation methods and verified multicollinearity.
