Abstract:
The aim of the study is to identify and classify the effects of the implementation of innovation and investment balanced industrial policy in the digital economy. The system approach made it possible to analyze the results and opportunities of industrial policy in the conditions of digital transformation of industrial enterprises and to propose a classification of systemic and synergistic effects of innovation and investment balanced industrial policy in accordance with the principles of the concept Industry 4.0. The scientific novelty of the study lies in the fact that the authors propose classifications of systemic and synergetic effects that can be taken into account in the formation and evaluation of the implementation of industrial policy in the digital economy. Based on this fact, the integrated approach to evaluating the effectiveness of industrial policy, which combines existing approaches to evaluating the effectiveness of state programs, evaluation of potential industrial policy, as well as a systematic approach to evaluating the effectiveness of industrial policy, is proposed. The authors also complete the features of the classification of the effects of industrial policy. The results obtained can become the basis for a new approach to strategic planning of industrial development, both at the level of the region and the country as a whole and have practical significance for public authorities in the development of relevant strategic documents.
