Priorities and problems of labor and educational migration

Abstract:
The priorities and problems of labor and educational migration at three levels (federal, interregional, and regional ones) are studied. Based on the authors’ monitoring over the past 5 years, federal districts and constituent entities of the Volga Federal District have been ranked according to their demand for employment and training for migrants. A direct relationship between the level of employment, the unemployment rate, the share of labor migration and the market for educational services has been established. A sociological survey of two categories of respondents (foreign students and migration service specialists) made it possible to determine the following priorities: mastering the Russian language and improving the demographic situation. Against this background, the main problems have been identified: the language barrier and legal restrictions on employment. The key measures to eliminate these problems are proposed. They are as follows: improvement of legislation, development of interdepartmental interaction and holding meetings of migrants with employers, representatives of the Ministry of Internal Affairs and heads of educational institutions.
