Industrial and technological cooperation of large businesses and SME-structures: the experience of the Russian Federation and foreign countries in technological import substitution

Abstract:
Subject/Topic. The article is devoted to the study of Russian and foreign experience in the implementation of industrial and technological cooperation of large and small businesses within the framework of the policy of technological import substitution. Methodology. In the process of conducting scientific research, the author applied a number of general scientific methods of the empirical group (observation, comparison, measurement, analysis and synthesis, logical reasoning) and separate specifically scientific methods (static analysis, expert assessments, graphic method, as well as strategic management methods, such as SWOT analysis, PEST analysis, Foresight tools). To study the processes of evolution of industrial and technological cooperation in the Russian Federation, taking into account changes in external challenges and threats, as well as national priorities for the formation of the digital economy, problem-chronological and historical-genetic methods of scientific knowledge were used. Results. Based on the results of the scientific study, it was found that the organization of industrial and technological cooperation in foreign practice is focused on finding and applying the best practices of market mechanisms of inter-firm cooperation of large and small businesses, regardless of the scope and scale of their activities. In domestic practice, the emphasis in cooperation, on the contrary, is focused on large-scale state programs and mesolevel forms of organization of inter-firm cooperation in the field of technology transfer, where SMEs are assigned the indirect role of point actors to help megabusiness break down R&D programs by transferring non-critical work and services to peripheral participants through the outsourcing mechanism. Conclusion/Significance. As part of the scientific study, the following proposals of the author were made regarding the further development of industrial and technological cooperation of corporate business and entities: 1) the development of new institutional entities - state digital platforms and thematic marketplaces; 2) involvement of SMEs in a national project dedicated to the reform of the military-industrial complex of the Russian Federation «Conversion» and the production of civilian and dual-use products; 3) involving innovative infrastructure in the processes of organizing, managing and promoting the development of industrial and technological cooperation of large businesses and SMEs based on technology parks and industrial clusters; 4) development of the national market of services in the field of project management to manage the processes of industrial and technological cooperation of SMEs and large businesses. Application. The results of scientific research can be used to develop the academic competencies of students in the organization of industrial and technological cooperation in the digital economy, as well as practitioners for the development of professional competencies in the field of managing projects of industrial and technological cooperation of large businesses and small businesses, for example, within the framework of technology parks and business incubators, taking into account current goals, priorities and threats to the functioning of the socio-economic system format Industry 4.0.
