<abstract xml:lang="en">
Sanctions pressure on Russian industry has acquired a long-term and targeted nature, whereas current export planning systems operate on the linear principle of demand → production → delivery and are designed for a stable external environment. The study aims to justify replacing the linear principle with an adaptive cyclical mechanism for export sectoral orders and to formulate requirements for the management system of this mechanism. The article employs systemic, comparative, and structural-functional analysis, process modeling, and a synthesis of the operational experience of industrial enterprises during the COVID-19 pandemic and under sanctions restrictions in 2014 and 2022.

The authors identify and systematize qualitatively new regularities in the functioning of the export sectoral order system under sanctions pressure, distinguishing this research from existing works that consider a stable external environment. These new patterns include: the shift of the limiting factor from demand to the availability of resources and settlements; the cascading propagation of shocks along cooperation chains; the compression of the planning horizon; the decoupling of commodity and cash flows; the strengthening of the state's guarantee role; the consolidation of orders; and the geographical reorientation of exports.

The study proves that the linear principle requires replacement by an adaptive cyclical mechanism, in which an order is placed only after verifying its resource, financial, and logistical provisioning, and where an identified resource gap triggers the next cycle. The authors formulate requirements for the management system as a tool for anti-sanctions mobility — the ability to reconfigure commodity, financial, and logistical flows faster than the sanctions environment changes.

<trans-abstract xml:lang="ru">
