Amid sanctions pressure on Russian companies, an important task is to increase their innovation activity, which is the basis for ensuring the technological sovereignty of the country. In this context, the analysis of patent activity and commercialization of intellectual property is critically important, as it allows to assess the real possibilities of import substitution. However, the growth of innovation activity is fraught with difficulties, including the breakdown of scientific and educational ties, limited access to financing, bureaucratic barriers and low involvement of patents in economic turnover, which necessitates the need to adjust government support measures. The article analyzes the innovative activity of Russian companies amid sanctions pressure and develops state support measures that ensure the stable growth of innovations and their commercialization. As part of the study, key factors that influenced the dynamics of applications and registration of intellectual property objects with Rospatent were identified, and recommendations to public authorities to increase the level of innovation activity and commercialization of innovations were developed. The research results can be used in the norm-setting activities of public authorities in the development of projects for the structural adaptation of the economy, as well as by companies of the real sector and organizations of innovation infrastructure to develop effective strategies for managing intellectual property, increasing the level of commercialization of patents and the introduction of innovative developments in production.
В условиях санкционного давления на отечественные предприятия важной задачей является повышение их инновационной активности, что является основой обеспечения технологического суверенитета страны. В данном контексте анализ патентной деятельности и коммерциализации интеллектуальной собственности критически важен, поскольку позволяет оценить реальные возможности импортозамещения. Однако, рост инновационной активности сопряжён с трудностями, среди которых разрыв научно-образовательных связей, ограниченный доступ к финансированию, бюрократические барьеры и низкая вовлечённость патентов в хозяйственный оборот, что обуславливает необходимость корректировки мер государственной поддержки. Статья посвящена анализу инновационной активности предприятий РФ в условиях санкционного давления и разработке мер государственной поддержки, обеспечивающих стабильный рост инноваций и их коммерциализацию. В рамках проведенного исследования выделены ключевые факторы, оказавшие влияние на динамику подачи заявок и регистрации в Роспатенте объектов интеллектуальной собственности, разработаны рекомендации органам государственной власти по повышению уровня инновационной активности и коммерциализации инноваций. Выводы исследования могут быть использованы в нормотворческой деятельности органов государственной власти при разработке проектов структурной адаптации экономики, а также предприятиями реального сектора и организациями инновационной инфраструктуры для разработки эффективных стратегий управления интеллектуальной собственностью, повышения уровня коммерциализации патентов и внедрения инновационных разработок в производство.
